In March 2013, nearly 3,000 deputies to the National People’s Congress voted on the morning of the 14th to elect a new Chinese president, Xi Jinping.

At the Fourth Plenary Session of the First Session of the Twelfth National People’s Congress, Xi Jinping was also elected Chairman of the Central Military Commission of the People’s Republic of China.

Each of the 2,963 delegates who attended the meeting of China’s top state power organ had four ballots of different colors in their hands. Among them, the dark red is the vote for the president and vice-chairman; the bright red is the vote for the chairman of the Central Military Commission.

The other two are the election votes for the chairman, vice-chairman and secretary-general of the NPC Standing Committee in purple, and the election votes for the members of the NPC Standing Committee in orange.

In the Great Hall of the People, the deputies went to the ballot box to vote.

After the votes are counted, the election results are announced. Xi Jinping was elected President of the People’s Republic of China and Chairman of the National Military Commission with a high vote.

After the election results were announced, Xi got up from his seat and bowed to the delegates.

Hu Jintao, whose term has expired, stood up, and in the warm applause of the audience, he and Xi Jinping’s hands were tightly clasped together.

On November 15 last year, at the First Plenary Session of the 18th Central Committee of the Communist Party of China, Xi Jinping was elected as General Secretary of the Communist Party of China Central Committee and Chairman of the Central Military Commission of the Communist Party of China, becoming the first top leader of the Communist Party of China born after the founding of New China.

The leaders of China’s state institutions are elected or decided by the National People’s Congress, which embodies the constitutional spirit that all state power belongs to the people.

The Central Committee of the Communist Party of China attaches great importance to recommending the new members of state institutions, especially the candidates for leaders of state institutions. When studying the personnel arrangement of the 18th National Congress of the Communist Party of China, we have made a comprehensive consideration.

According to the method of election and appointment decision, after the nomination by the Bureau, all delegations must deliberate and negotiate, and then the Bureau will determine the official list of candidates based on the opinions of the majority of representatives.

After the official list of candidates is determined, the representatives shall elect or vote by secret ballot at the plenary meeting. According to relevant regulations, representatives can express their approval, disapproval, or abstention to a candidate on the ballot;

A candidate for election or decision shall be elected or passed only if he obtains more than half of the votes in favor of all the deputies.

At the plenary meeting held on the 14th, the delegates also elected Zhang Dejiang as the chairman of the Standing Committee of the National People’s Congress and Li Yuanchao as the vice-chairman of the country.

Zhu Liangyu, a representative from the grassroots level, said that he believed that under the leadership of the new national leadership, China will achieve the goal of building a moderately prosperous society in an all-round way as scheduled.
